About 3 weeksbefore the Ukraine invasion Putin wrote a long letter repeating Russia'ssecurity concerns and requesting the USA/NATO to go back to the Minks agreementand agree not to admit Ukraine into NATO. And about a week before the invasionhe wrote again and Blinken's reply is legendary. "There is no change andthere will be no change".
