The problem for Putin isn't a piece of paper with numbers on it.
Ukraine is in a defence posture and requires sufficient materiel to maintain that posture. The Putinist Horde requires significantly more materiel and meat in offence.
Both sides have aerial bombs. Putin has bigger bombs and more of them. Sadly for Putin his bombs aren't as accurate as the Ukrainian bombs.
Baba Yaga also enters the minds of Putin's mobics every night. Putin's forces continue to lack motivation.
