I would think he would want them to attack. It will divert more money and weapons away from Ukraine to Israel, further weakening the Ukraine army.
Israel is estimated to have spent $1 billion taking mainly cheap drones out. Its the same with the Houthi's, they send cheap drones and missiles at the US ships and the yanks fore million dollar missiels.
This year the yanks will make around 700 patriot missiles. There weapons are designed to fight conventional wars and are very, very expensive relative to what is being used against them. China will also be happy to see the US navy depleting its stock piles.
