Russia is actually receiving shells from north korea and iran even small arms (a shipment from iran was just seized last week) because Russia is actually not able to supply enough of its own. The country is imploding economically and socially. I think what you need to keep in mind is it is Russia who claims to be producing these amounts and mostly it's BS propaganda
