This came up on a stock thread. Probably it's a broader issue than trying to cut China/Russia trade, US politicians don't see a net benefit from China trade so I think the US just actually wants justification to enforce a trade war with China. They are not going to be able to push the Chinese to cut trade with Russia, that is not going to happen, so I think they will want to just exclude China and Russia from US trade, and Brazil, and South Africa, and the rest.
