"...I was travelling through SE Asia, during the New Year holidays and saw lots of Russian. They are partying and some are buying lots of properties there...." Nothing new. Thailand (especially Phuket and Pattaya) are popular among Russian tourists. So popular, that you will find lots of stores, restaurants and other places advertising in Russian.
Definitely not something you will see in Krabi, Chiang Mai, Bangkok or any other region of Thailand.
