Putin has been wanting to negotiate directly with the US (cause they call the shots in NATO) for months, but was rejected with arrogance and contempt by Biden and Blinken.
So I guess he thought if he invaded Ukraine they might take him seriously.
Probably Putin got that very wrong, as Biden and Blinken don't want discussion they just want war.
