Corruption in Ukraine is a direct legacy of the Kremlin system, it is not indigenous to Ukraine. Like all of the former Soviet and eastern block countries, corruption was imported by the Kremlin.
But there is corruption in Ukraine, and good for them they are doing something about it and greatly improving and removing corruption every year.
The Kremlin on the other hand, is way more corrupt, has only ever been corrupt and is getting worse.
