You forgot to mention they voted first to ADOPT the 2004 Constitution, on that day, which would require the PRESIDENT's Signature for it to be Adopted (to become Law).

That is how Legislative votes become LAW.

Note, the US President signed the recent bill to send Ukraine $61B, in order for it, to become LAW!!!
