Yes, they could have impeached Yanukovych if he had remained in Ukraine.

He didn't.

Yanukovych fled to Russia with Putin's help despite being denied exit rights.

He abandoned the presidency, who would they impeach?

What option beyond free and fair general elections would be better to decide who should be Ukraine's president?
