Putin has been deliberately targeting civilians and civilian infrastructure in Ukraine since day 1.
It's quite odd to try to make it out that Ukraine defending itself from Putin's unjust and unprovoked invasion is some how going to invite "retaliation". It is just bizarre logic sorry.
