The Chairman of parliament, Volodymyr Rybak, resigned that morning.^[202] Parliament then elected Oleksandr Turchynov as Chairman.^[202] Under the 2004 Constitution, which parliament had voted to reinstate, the President's powers would transfer to the Chairman if the President should resign or be unable to fulfill his duties
