I think that what Andy is trying to say, is that Ukraine is not a democracy, hence they don't have to follow any Constitutional laws.

They can simply do anything to achieve a pre-decided outcome. Including legitimizing non-democratic procedures.
Then they simply wrap it all in thick layers of fake narratives, that Andy is trying to peddle so hard.
