If Putin didn't attack populated areas in Ukraine ten Ukraine would not need to defend themselves in populated areas. Blaming the victim is never the solution.
In fact, it would be the best if Putin just stopped attacking Ukraine altogether and ended his failed war. Best solution for everybody.
Kind of odd, not sure what you think you were going to accomplish with this. War criminals are exclusive to Putin and his regime, there is a reason for that. They are war criminals.
