Well the difference is obvious, one is fired first in attack, and the other missile if fired back in retaliation, to defend against the attack. And since NATO is a defensive co-operation they wouldn't fire the first salvo. It's so simple, even you could work it out, that the only aggressor here is Russia, and that's being proven right now.
