Might suit them to do so but if they do it isn't to follow US edicts but to get a good deal .

nothing to say you can't get deals below the cap - China will get it as cheap as they can and will certainly be discounted
not much margin for russia Whatever India buys will be the same - call it opportunistic or call it market practices but it is what it is
