IMO that's $60 officially and whatever Russia can negotiate above that vis a double invoicing system.
And of course there are no Russian Oil & Gas Balck Market stats in the same way as we dont have verifiable heroin stats out of Afghanistan or Cokaine stats out of Columbia.
There have been rumours of Russian oil being transferred on the high seas but of course if that were to be discoverable by the USA, it would stop it.
Since WW2 the USA has been unsuccessful in stopping the illicit drug trade, so why should anyone expect that it is capable of stopping the black market oil trade ex Russia or Iran?
