It's a pro Kremlin lies and propaganda slogan tailored for the lowest common denominator to trot out at any time in a discussion so that they can feel that they are contributing in some way.
There is no basis in fact to the statement and it does not stand up to scrutiny. The fact that you never offer any evidence beyond a Boris visit to Kyiv weeks after the last face to face meeting between Russia and Ukraine and deflect straight into other pro Kremlin lies and propaganda narratives demonstrates there is no basis in fact to your preferred Kremlin narrative.
