    NO - the reason for that was that the NATO constitution disallowed membership to any country having conflict inside it's borders - hasn't happened once !

    apart from that Germany and France precluded it for fear of annoying russia .....at that stage Europe was bending over backwards to keep rud gas flowing etc .(and as you know membership needs complete agreement from all )
    so NATO membership for Ukraine ws not going to / could not happen


    the reality is , if you wanted to be honest ,
    .......russia wanted a "sphere of influence " at very least or at most absorbing Ukraine back into the russ empire - as Belarus has been .....this either depends on wooing a country to you .....or as russia always chooses - AGGRESSION
    a steop too far by putin this time

    a failure in that it needed to happen quickly beofre the west reacted - russia were proved impotent militarily .
