Any person who has committed war crimes should face justice regardless of which side they are from. If you want to go after leaders of countries that had troops that committed war crimes then Australian, American, Ukrainian and other countries would all have political leaders on trial, at the end of the day if national leaders ordered a specific war-crime to be carried out I would be surprised expecting these actions would be taken at lower levels without seeking approval from political leaders but any person that orders or carries out actual war crimes should face justice. I dont exclude anyone from that.
