You do know that like I stated in my post Crimea, and the other contested regions are under war conditions and they had polling stations.

"On 15 March 2024 at 15:00 Eastern European Time, a polling center that was being used for voting in the 2024 Russian presidential election was bombed in Skadovsk, in the Russian-occupied part of Kherson Oblast in Ukraine. Ukrainian partisans claimed responsibility for the attack."

So what is the difference? Bombing polling booths seem like a impediment to me.
