the difference is russia owes Ukraine for the damage they are causing.... deliberately destroying energy infrastructure (the retaliation on oil refineries happened about a year later as a matter of fact , just to be clear )
the world at large understands that if you can't but russia stealing from western companies will have the effect of discouraging anyone apart from maybe China of investing there again ......making russia even that bit more dependant on China ....and very short of foreign capitol and technology
