I have always maintained that Great Powers exercise their power when and where they can regardless of morality or international laws/treaties so the best we can hope for geopolitically is a balance of power..
That applies equally to the USA & Russia in this war.
Of course Israel recently rejected the ICC's charges against its PM & Defence Minister simply because it too is not a member of the ICC and it fancies itself as a Great Power because it has a handful of Nukes.
So in summary, only members of the ICC recognise international law in that they recognise the ICC as the administrator of those laws and treaties.
