That applies equally to the USA & Russia in this war.

Of course Israel recently rejected the ICC's charges
against its PM & Defence Minister simply because
it too is not a member of the ICC and it fancies
itself as a Great Power because it has a handful of Nukes.

So in summary, only members of the ICC recognise
international law in that they recognise the ICC as the
administrator of those laws and treaties.

time you stopped trying to pussyfoot around that and / or making excuses for it !

* not easy to make a case that russia is one apart from the nukes btw
only two "GREAT" powers at present China and US
if you consider European NATO members cohesive enough arguably three
