    Sorry Lucky, not my expert opinion, it's what the dictionary says that does not line up with how the term "proxy war" is being used.

    Putin instigated the war. Putin is a direct participant in it.

    The dictionary definition is pretty clear. It's a typical tactic of the pro Kremlin crowd to just invent their own meaning for terms.
