Sorry Lucky, trying to establish your own definitions for words to try to fit your narrative just doesn't cut it.

Putin provoked a war with Ukraine.

Putin urged on (and still is urging) a war with Ukraine.

Putin goaded Ukraine into a war.

Putin instigated a war with Ukraine.

"while instigate implies responsibility for initiating or encouraging someone else's action" meaning Ukraine was forced to defend themselves from Putin's invasion. If Putin didn't INSTIGATE his war, no action from Ukraine to defend themselves from Putin's war would have been needed.

All mean the same thing. Again, pretty simple there Lucky. The sad desperate part here is your depressing attempt to absolve Putin of his responsibility for instigating a war on Ukraine.
