I think they've been holding back and waiting for Ukraine to negotiate based on the realities on the ground and also in regard to general ability/strength. Russia are more interested in the eastern areas than on Kiev.
And in reply to your comment yesterday, people in Kyiv do live fairly normally - according to recent interviews. Sorry to break it to you...
