If NATO or Russia tries to escalate there might be consequences, some consquences are severe in nature.

Either side could choose to escalate or not - there is no rules there only consequences.

The US chose not to escalate again in Afghanistan, they figured it was far enough away from a domestic election people would forget about it and move on to "the current thing"
