I think they are saying escalation increases risk of dangerous consequences. NATO vs Russia, yes for now via Ukraine proxy and NATO set the rules on the Ukrainians and program the targets and configure the advanced long range missiles etc, I mean given they paid for it it's their call. Russia is warning NATO to keep it confined to Ukraine. There are no rules just potential consequences for further escalation.
