The reference to "Kiev" is a dead giveaway Keg....I'm surprised you don't at least try and disguise your leanings a little better.
They probably rejected the idea because they've observed, like most people, his track record of violating previous agreements and undertakings so they don't trust him and any so called 'negotiations' would likely have to be on his terms ?
