    Generally yes but there are situations where they might justifiably not be universally respected.
    Some rogue State running amok and aggressively attacking, interfering or invading and occupying another State or States or perhaps one murdering its own people as a couple of examples I can think of where external/third party intervention might be justified and the 'right thing to do'.
