You are wrong again. Only few weeks ago he made very clear statements in Kiev. Nobody is considering anything at present, because the ongoing conflict is preventing even talking about the membership.

So, Russia keeps the foot down or the USA signs a document confirming the Ukrainian neutrality. The time is ticking, and I am pretty sure that Russia has got an upper hand in the war of attrition.
