Where Russia hits far from the frontline, they are usually targeting something very specific (not civilian).
AFU has regularly hit civilian targets, especially in Donetsk over the past 2 years, and longer. You remember the ballerina story.
Some of the most outrage-provoking stories ended up being military targets, Ukrainian air defense, or just AFU-fired:
Eg. Pizza restaurant, Kostiantynivka, the one that ended Orestovich etc.
