    Welcoming someone's ASPIRATIONS TO JOIN the Nato alliance is NOT an INVITATION TO THEM to join.

    Nato might say they SUPPORT Georgia and Ukraine's APPLICATION TO Nato, but that it is still Georgia and Ukraine APPLYING TO Nato, NOT an INVITATION.
