Russia has tried to be careful with both civilians and escalations. I think one part is they're aware that any incidents lead to extremely bad repurcussions in regard to western support for the war. See the news in outrage at any hint of Russian war crimes (even when it was caused by Ukraine). Meanwhile, deaths in Lugansk and Kherson over the past few days and all is quiet. This sentence is insane considering how much Russia held back in the first months: "Russia has since day 1 adopted a policy of wiping out whole towns especially civilians in their homes"
