No just imagine if this were to happen in a civilised country like Canada. That is if French Canadians were compelled to communicate and be communicated to by their Government in English. I worked in Montreal during the FLQ crisis and I can tell you that the Francophone Quebeckers wouldn't cop a bar of it and their first move would be to separate from Canada using violence if necessary .
Im not saying that this was the determinant of the war but, IMO, it was a contributing factor in that it garnered Russian speakers' support for the Russian invasion..
