IMO the unelected Secretaries (Ministers) who make up his cabinet will
call the political shots with Trump being their salesman. That said, however,
the CIA is the driver and it will likely need Russia's Western border ringfenced
with US WMD aimed at Russian military infrastructure and Russian population
centres for a first strike advantage.
And, in summary, that's what this war is all about.
