The Russians have gradually been stepping up their actions against Ukraine. Much of this seems due to Ukraine stepping up their own attacks (eg: Kerch Bridge/drones in Moscow etc.).
They had the capabilities to do damage much earlier, but held off. I think they were anticipating diplomacy. Even today they are holding back on their full capacity, and generally seem to be careful in their choice of targets (there are exceptions, but generally speaking). Their strike on one of the train stations recently occurred during the night, and only one civilian was injured by glass. If they wanted to kill civilians, they wouldn't take these sorts of actions.
