I think that stage has already been reached ....the nuclear blackmail attempts , the deal with North Korea ....these are desperation showing .
Kharkiv offensive has thoroughly failed and where he is taking ground it's small and slow (and costly).
He's recruiting all over the world because this war is now unpopular in russia and putin is too scared for another full mobilisation to cover his heavy losses .

The one hope for putin is that trump wins in Novemember ....I think he's holding out for that .
He'll be pushing his dirty tricks hard in that election ....his war hinges on it .
