Yes Putin has. But rather than de-escalate, tone down the rhetoric and seek solutions, Biden and NATO are doing the exact opposite. Because it was always the US plan to provoke and escalate the situation to achieve their long held plans to destroy Russia and colonise it . And they are quite prepared to risk or initiate a nuclear war to do it. The US and Germany are the imperialist aggressors,- destruction, control and exploitation of Russia is the prize.
