Is able to in the future when the war is over, the alliance likely wont take a new member already at war because that is auto-triggering article 5 by joining but that is not a rule set in stone, might not get unanimous support though.
If the Rada rescinded the 2015 NATO alignment and re-instated the non-aligned status that is one of the peace terms the Russians put forward.....
