    Rationale for not having an election : At War and election would not include the Russian captured
    Ukrainian territories ; therefore not representative of all the Ukraine....not legitimate?

    Had election in 2019 which excluded Crimea, Luhansk & Donesk (Legitimate)

    Is there an inconsistency here?
