For Putin to dictate terms on Ukraine,that is for Ukraine to be NATO free, he has to be in a position of strength. He was at the beginning of the war but he ain't no more. There wouldn't be a necessity for Ukraine to join NATO if Putin wasn't planning to invade Ukraine. But he was, since he got the top job in 1999.. As Russian opposition leader Boris Nemtsov said in a Moscow public rally in 2015, "Putin is a sick man, he will invade Ukraine no matter what, Russians will come home in body bags and Russia will be their eternal enemy". He was shot dead by Putin soon after.
