If Russia were using cluster munitions, and against civilians, that would be pretty terrible, right? Something that the rest of the world would consider an atrocity - perhaps even a war crime? Why then, is there little mention of them (on HC at least) until it became a question of whether to send them to Ukraine??? Something doesn't add up.
