the differences being :
1. russia claimed interception and admitted these were shell fraghments at the beach .....beach therefore not the intended target
2.Unlike the hsopital ....there were big military establishments nearby .
3. apart from anything else Ukraine gins nothing by targetting civillians and does not have the munitions to spare if they did
