its actually 2 million, monthly payments, multiple benefits, various bonuses for destroying nato-supplied weapons (paid for by eu and us taxpayers), and large payments in the event of injury or death.
russia has the means to pay its soldiers well.
ukraine does not. hence its resorting to kidnapping people off the streets and forcing them into the trenches.
