The difference is that the Ukrainian men are not interested at all in ‘super pays’ offered by the government to take up arms and defend their own country. Volunteers are either dead, wounded or crazy. 25% shortage is critical and no army can execute a counter offensive based on that fact. That’s all I was saying.
