the USA operates covertly via the CIA , NGOs etc to "engineer" the required domestic policies/regime changed in its targeted countries.
Germany, France etc objected to the notion of inducting The Ukraine and Georgia into NATO because that might induce a hostile response from Russia and the outcomes in both The Ukraine and Georgia clearly indicated that Germany & France were right and that the US was wrong.(so far)
