Those were regional conflict and if those Russian didn't like living on Ukraine territory they could just leave and move back to nearby Russia. The Ukraine also lost 14K soldier and civilians during those regional conflicts. What Putin is doing is invading a sovereign democratic country which hasn't been done since WWII and he didn't expect this reaction from the world and global economy which Russia has been part of since they opened up and made billions and trillions of dollars selling their resources to the world is totally laughable if it weren't so serious.
