Doesn’t matter who is recognizing what. The fact is, Crimea will never be a part of Ukraine. Right, wrong, sad, unfair etc. is irrelevant. That’s a fact and the only thing that matters. Milanovic and few other NATO and EU country leaders agree with that fact.
